Looking for transition visa information

Hello,
I’m from Uzbekistan and I’m in South Korea right now. I have a flight to Australia next week, and I will transit in Xiamen, China. Based on Transit visa information that you provided here, it says almost all nationalities can go out from airport if transition time within 24 hours (my transition time 23 hour). But here(Chinese Visa center, South Korea) said i am not allowed to go out from airport. So, i would like to know whether can i go out or not from airport during my transition time?

In principle, you can use the 24 hour in Xiamen. If you want to leave the airport, you need to apply for a temporary stay permit at the Xiamen airport.
