I'm travelling from Mexico to Vietnam through Shanghai but will get the vietnamese visa on arrival.

One of the requirements is to have a ticket to a third country and the visa for the required country, but the visa for Vietnam will be given upon arrival to Vietnam. Can I still enjoy the 24hr transit in Shanghai?

Yes, you are still qualified for the 24h visa-free transit. Just present your onward ticket at the immigration counter. The staff will also ask you several questions, then let them know that you will get VOA in Vietnam.
