Fill Up Arrival Card For Connecting Flight Pudong and Hongqiao International Airport

Hi,
Can someone advise need to fill up arrival card?
As my flight from Singapore to China, 04:10 PVG Shanghai Pudong International Airport T1.
I have another connecting flight at 09:10 SHA Shanghai, Hongqiao International Airport T1 to Tokyo Haneda Airport I.

As you will arrive at PVG airport and connect the flight at Hongqiao Airport, they are two airports locating at different areas of the city, I am afraid that the Chinese visa is required when you go to Hongqiao Airport.

However, since you have a transit in Shanghai, you can apply for the 72-hour visa free transit when you arrive at Shanghai PVG Airport and fill an Arrival/Departure Card on the flight before arrival.
