About:Overstaying in China & Penalty

Friend overstayed in China for over a month; what to do?

A friend of mine has been scammed by a fake agent, now she has been overstaying her entry permit in China for over 30 days (this is because the visa would be done over the post, and so there would be delay, i don't know the exact details). What are her options? Does the fact that she can prove that she has been scammed help in any way? Or is there another factor I don't know about?

Please comment any suggestion you have in mind.

Report to the police and pay a fine of 10,000 CNY (about 1,300 Euros). Depending on the situation she may also be placed in administrative detention for up to 15 days. Then she will promptly be deported after permanently having a police record. I won't count on the police having much sympathy although they do have the power to waive the fines and the detention.
