Green Card Holder, can I apply for a Chinese visa in Houston?

Hello, I have an Uzbekistan passport but I live in Houston. My husband is American and works in China. I have a valid Green Card for the United States. My question is, can I get a multiple entry visit L for China, in Houston, since I hold a Green Card?
