16 hour layover heading to my home country

Question

Hi, I am a US citizen who will be traveling from Thailand back to the US with a 16 hour layover in Shanghai. Am I eligible to leave the airport if I follow all the necessary steps? I'm confused when the rules discuss in transit to a third country so I'm not sure if going back to my home country counts as the third country. Thank you!
