Philippine Passport. Manila to Canada with 12 hours layover in Xiamen

Hi,

I have a flight to Canada on December 16 and I will have a 12 hours layover at Xiamen.
Return flight is on January and will have another 12 hours layover.

Can I avail of the visa free transit?

If I want to do a city tour on January while waiting for my connecting flight to Manila, will I need a tourist visa?

I called 2 travel agencies here and they gave me conflicting answers.
