24 Hour Visa, is this acceptable at PEK?

I am arriving in T2 from a US based flight and departing four hours later from T3, to Mongolia. I'm planning on using the 24 hr transit visa to accommodate my 4 hour stay. My concern though, is it OK if I'm arriving and departing from two different terminals? Where exactly do I go to get the 24hr visa?

Don’t worry, it’s okay for you to enjoy the 24-hour direct transit.
Go to the transit counter upon arrival and then follow the sign to the Immigration Area. The staff will guide you to finish the procedure.
