About:Visa on Arrival

Dutch passport for 5-day VoA in Shenzhen

Just to double check, a Dutch passport holder travelling from Hong Kong to SZ via Luohu Port is eligible for 5-days visa on arrival? There is no official source to confirm this, helpful to have a confirmation from you. Thanks.
