A Filipino citizen Transit in China

I'm a Filipino citizen. I have a flight from Tbilisi to Philippines on January. The flight will have two layovers in China. 5 hours in Urumqi and 3 hours in Guangzhou. I have read some articles saying that there is a 2 hour limit on transits in Urumqi and also that I am only eligible for a 24h-TWOV in Guangzhou if u enter China through Peking. Are both of these true? Thank you for your help
