24 Visa for stopover (technical stop) and transit

Hi! I'm flying from Frankfurt to Auckland via China and normally I'd ask for 72h Free transit BUT There is a technical stop in Changsha. Can I do the whole trip on 24h direct Transit or should I apply fot tourist L?
