Is the tv tower open to the public?  Is there a restaurant or bar there so you can admire the view of the city?Thank you

Sorry to tell you, it’s not open to public now. But you can go to Zifeng Buliding to admire the whole city, which is in 1 Central Rd.

i've heard from my roommate that the observation floor of Zifeng is closed now, but the restaurants and hotels in Zifeng may work as substitutes. Also, a new observation platform has been accomplished at the top of Purple Mountain. As for other places near Qinhuai or Yangtze River where you can get a commanding view of the city, maybe you have to wait for the skyscrapers being built near the Olympic Stadium.
