Hi, I’m afraid it is rather difficult for you to get it from there if you don't have residence permit in Singapore. But if you have, you need to prepare your passport and the copy, a completed application form, and a passport-style photo, your residence permit in there, your transportation and accommodation arrangement. You can submit the application to the CVASC.
