About:72-Hour Visa-Free Transit FAQ

Is Taiwan classed as a 3rd Country for the transit visa?

I'm travelling Amsterdam-Shanghai- Taipei and have 72 hours in Shanghai. On my return the route is Taipei-Beijing-Paris with 48 hours in Beijing. Is Taiwan definitely classed as a 3rd country and therefore the free transit is applicable ?
