Apply S1 visa in china

hi im from singapore and currently my husband is waiting for this work permit and residential permit to be approved. i want to check if i can apply S1 type in china after his permit is approved or S1 type has to be done in singapore? and also the health check report can i do it in singapore before i fly over?
