About:72-Hour Visa-Free Transit

Onward travel to DPRK without Visa

I am coming from HKG. Staying in Beijing for 2 nights then flying to Pyongyang.
I have an ongoing Air Ticket to Pyongyang but will not have a Visa until we go to the North Korean Embassy.
We can only get the entry permit at the Beijing Embassy when we arrive.
Will they still issue me with a 72 hour free transit for Beijing?
