Transit for Venezuelans

Hi, can you tell me about Venezuelan citizens transiting in China? Can they leave the airport if it's a 12 hour transfer?

Jennifer, if you qualify for the 24 hour direct transit, you can apply for a temporary stay permit and then leave the airport.
