About:144-Hour Visa-Free Transit

Does a short layover on the way to PVG count as a stop?

I have a flight from OKA to PVG, with a short layover in ICN. We will not leave airport and should remain in international terminal the whole time. In PVG (Shanghai) for 4 days. Then Flight from PVG to ICN, 6 days in Seoul, and 3rd flight from ICN to OKA. Will this work for the 144 hours free transit?

You won't be eligible as ICN-PVG-ICN is not transit under any circumstances.
