Chinese visa in near countries

hello
Currently I'm in Hanoi (I'm Korean) and heard from the chinese embassy then they don't provide L type for tourist if we don't have a work permit in Vietnam. So, I'm think to go to Ho Chi minh or Cambodia, Laos...
Where can I get a L type in those city or countries???
