Hi there I am flying Vancouver to New Delhi with 21 hours of layover and my flights are with Eastern china airlines. On their website it says they provide STPC if it is over night layover and no other flight is available on the same day. But I heard from travel agencies that they do not actually provide any hotel room. So if they don't I am stuck at the airport for 21 hours. Where can I actually confirm if I will be provided with a hotel room for stay. Or what are my other options ?

I think you can contact with the airlines to confirm if the hotel room is provided. Or you can book a hotel on your own.
