About:Visa Policy of China

if I can arrive in Beijing from south Africa and apply for a tourist visa when I arrive?

I will then fly from china to Australia after two weeks sightseeing?
I do not have any access to an embassy or safe postal system to arrange my visa before I depart South Africa.
Or can I apply online, without the embassy requiring my passport?

I'm Australian passport holder.

No. All applications in South Africa must be physically submitted to the visa application centers. Plus they will most likely not accept your application if you do not have a long-term residence permit.
