24 h TWOV

Hi,
I am travelling to Singapore to Italy on Dec 23 2017.
My schedule is: Dec 23 at 00:50 my flight to Shanghai, I arrive in Shanghai at 6:30am and then I have the flgiht to Rome at 12:25. Do I need the 24h TWOV? If so, how do I apply for it? Or, how do i get it?
