businesstourist visa - urgent

Question

I alive in Surabaya and will go to China in a group of 10 people for training purpose. Since one’s of group member passport is still under processing, our headquarter office can not prepare the invitation letter (they need to put the passport number in the invitation letter), which will be use when we applied business/trade entry eprmit. Can I apply tourist visa to speed up the process? I only have limited time since my passport will be use for another trip and I will go to China 3 days after I back to that trip.
