Can I get out to visit the city without a visa?

I am flying to BKK and have a 15 hours delay in shanghai

Yes, you can. You can use 24 hr direct transit and you need to apply for a free temporary stay permit at the immigration office when you arrive at the airport to visit the city. Nice trip!
