Business M after tourist L

Hi there, am spanish. can I apply from Chiang Mai, when am currently based and when I've been applying for tourist L.. I'll need to back often for consultancy business. Can I apply for a business M in Chiang Mai consulate or I need to back to Spain for it?. If the chinese company offer me a permanet job, can I apply in Chinag Mai for my Z type?
