I am traveling from San Francisco to Qingdao then to Shanghai

I have an 13 hour layover in Shanghai and hope to leave the airport, then I am traveling form Shanghai to Tokyo to Australia. Do I need a visa to enter China at Qingdao?

Yes, you need a visa, since your next destination is not the third country or region.
