About:

I am arriving at shanghai pudong airport by 1430hrs. is there a subway train at the airport?

if there is, then how do I get to Changzhou Train station from the airport?

Yes, there are subways at the airport.

As for Q2, there is no direct transport to Changzhou Railway Station, but you can take the long distance bus from the airport to Changzhou Bus station, which is very close to the railway station, and it leaves at 15:05/17:05, taking 4 hours and CNY130.
