About:144-Hour Visa-Free Transit

Can you get a 144 hour free transit to visit rather than transit?

I will be flying to Shanghai from NZ for business for 4 days, then returning directly back to NZ. Can I apply for this free transit even though this is my destination rather than a transit stop? Thanks.

No, you cannot apply for this free transit because NZ-Shanghai-NZ is not a transit at all. You are advised to apply for a visa for that beforehand.
