I am a Filipino, From Shanghai holding tourist L & exit to HK & from HK I like to apply CH Visa

I would like to ask if I can apply entry permit from HK to Shanghai. From VN I am holding Business (M) to Shanghai and from Shanghai ( 1 month stay) but 3 months validity of entry permit) I would like to exit to HK and from HK I would like to apply entry permit going back to Shanghai.. Is it possible. Thank you
