About:Chinese Embassy in Uganda

Is the bank account document required for applying for the tourist L in China?

According to the official website of China Embassy in Uganda, the bank account document that proves the applicant has over 5,000,000 Ush for six months is a basic requirement for applying for any China entry permits. However, no answers to other questions indicated it, so I am very confused now. Looking forward to explanations! Thank you in advance.
