Applying for HKSAR Passport in Adelaide

Currently holding a valid HKID but my Philippine passport expired so I can not travel back to HK to apply for a HKSAR passport. Can I apply for a passport in Adelaide? If not, can I send my application to other consulate in Australia online or by post and travel there to pick up the passport? Another alternative is applying in person and possibly having my new passport mailed to me in Adelaide?
