Fliying to Singapore with a 24 hours transit in Shanghai PVG airport

We are a couple with Vietnamese passport and having a Permanent Resident Permit of Hungary / EU and living in Budapest.
We are travelling to Singapore and will have a transit (long layover) 24 hours at Shanghai International Airport / PVG.
Can we have a 24 hour free transit to see Shanghai within that transit time ?
Thank you !

Nguyen, you can enjoy the 24 hour direct transit in Shanghai. But you need to apply for a free temporary stay permit at the immigration office when you arrive at the airport, then you can leave there during the transit time.
