Can I change Tourist L into X1 type in Beijing?

I'm a student from Thailand, I think I have to go to China with Tourist L, so that I will get JW201 and Admission Notice at University in Beijing to apply X1 in Beijing. (I have no time to waiting JW201, because the the study will begin soon). Can I change Tourist L into X1 in Beijing? Thank you.
