Can I get a tourist L to China as an American citizen while traveling in Korea?

I will be traveling in Korea in September through November. I am a US Citizen with US passport. Can I apply for a tourist L to China after I get to South Korea or do I have to do it while I am in the US? I will have an invitation letter from someone working in China.

Dennis, if possible, you are advised to do that in your home country or other relevant countries because it is difficult to get it in South Korea if you don’t have ARC Card there.
