Can i apply for China business M type in a foreign country

Hello. I am from Zimbabwe but currently in South Africa for holiday on a tourist visa. Now i need to go to China for business, am i able to apply for China business M type here in South Africa or i have to go back to my country and apply? Please advise me ASAP. THANKS
