Can a non-national, non-resident, non worker get a chinese z type from the UK

I am a Canadian traveling (nonresident, not employed) in the UK. Can I get a Chinese Z type from a UK consulate as long as I have all the appropriate documents?

Stella, you can try to make the application in UK, but I cannot assure the result. If it cannot work, you need to go back to Canada to apply for the work Z type.
