can I apply visa by the Scan JW and admission notice attached in my e-mail?

I have Scan copy of JW and Admission letter sent to my e-mail,but i did not receive from Post office.
Kunming University has already send to me the JW202&admission letter and also The Scan copy of JW 202 and the Scan copy of admission letters.but the JW202 did not arrive Ethiopia,and I am required to arrive Kunming University on 27AUG 2017.so,can I apply the entry permit with the Scan copy of JW202 and admission letter?if necessary Kunming University Teachers,can contact you for any question.
