About:240-Hour Visa-Free Transit

Norwegian passport holder access to Shanghai

I'm a Norwegian passport holder and will be in Manila for some 10 days during this stay I need to go for a meeting at a shipyard in Shanghai on 22nd and 23rd August. Can I enjoying 72-hour-free transit policy? (Norway is a Schengen agreement country)

If you will travel like Norway-Manila-Shanghai-Manila-Norway, you cannot enjoy the free transit because it's not a transit at all.

Moreover, Norwegians are not eligible for 72 hours transit without visa.
