Can one person obtain Visas for the entire group?

We are a bunch of family and friends going on a tour. One lives in San Francisco. Can that one person take our passports in to obtain entry permits for the entire group? Also, there is one child who is 14 yrs old traveling with parents in this group. Are there any special requirements for the minor when requesting a entry permit?
