Can I apply business M type from Shanghai?

Hi,
I am basically an Indian, working in Shanghai. I need to visit Malaysia for my company. Is it possible to apply M type from Shanghai? Some one told me that i need to visit Beijing. I am little confused, why not in Shanghai, they have consulate general and Visa center in shanghai. your directions would help me a lot.
