CHINA Z TYPE RELEATED

Hello Sir,
i have applied Z type from Guangzhou but they have rejected. Again I have applied Z type after one month but this time also rejected. So now i am thinking applying from Yiwu so it is valid or not ? Can i get Z type?
And apply from YIWU can i change all my documents like...invitation letter from China govt. etc.
