How can I request for Wheelchair service in Haikou Airport?

What is the condition for my request and how much is it cost?

Yes, you can enjoy the service. Generally, it needs reservation in advance. You may dial the number of the airport to book beforehand, or inform ur special case to your airlines.

Upon getting to the airport, you can go to the Service Center for Special Passengers for the service. As I know, the wheelchair is for free.
