About:China Family Reunion Visa

I have Q2 type in china if I have to visit some countries I can applied visa from here or go India

Hi I'm Indian currently staying in china with Q2 type because of my wife is Chinese I want to know if I have to visit Russia or Europe I have to apply visa should I have to applied from India or I can applied from china please let me know soon as possible thanks..
