About:72-Hour Visa-Free Transit

Indian Citizen travelling from Houston to Mumbai via Beijing (15hrs)

I believe i can use 24 hour direct transit to visit Beijing without a visa, is there a pre-procedure or it will be issued on Beijing airport directly?
