Flying from Japan to Beijing with layover in Shanghai but final flight is US

I will be traveling to Japan this week and wanted to see Beijing before going home to the US. I bought a flight from Hiroshima to Beijing but there is a 10 hr layover in Shanghai. There is no direct flight. I would like to leave the airport of Shanghai and see the city for a few hours. I have a flight going to the US within the 72 hours. Can I still get the free visa?
