Can a person with Norwegian passport and flight ticket go from Cruise terminal to international airport in Shanghai without a Visa?

Peder, if you fly to a third country or region different from the last one you come from after transiting in Shanghai, and your total layover time is less than 24 hours, you can do that. Otherwise, you need to apply for a visa for that.
