Travel to Mongolia through Beijing from US

Hello, I am travelling from US to MOngolia, with plane transfer from United to Air China in Bejing with 4 hour layover. I am assuming 24 hour visa applies and that I do NOT need to submit any paperwork in advance of my departure. Please confirm.
