About:How to Collect a Train Ticket

Buying tickets in person

If I am buying two tickets and do not have the other passenger's passport with me, can I still buy their ticket for them?

Booking online maybe possible, if you buy it at the station you need the passports or at least a passport copy for a try.

Ok thank you. Will a picture of their passport on my phone suffice?
Also, what is the procedure to request seats next to one another?

You could book ticket online with their passport copies, but picking-up paper tickets request the original passports. You could write your request of seats next to each other in the remark when you place the order.
