How often can you use the 72 hour visa free transit?

Can you go HK > Shanghai >Singapore. Then back like, Singapore > Beijing > UK, within the same week?

There is no limit. You can use the visa-free transit facility as long as you meet the requirement.
If you travel like that and stop in Shanghai and Beijing for not exceeding 144 hours and 72 hours respectively, you can use the free transit.
