About:72-Hour Visa-Free Transit

Is Taiwan considered as third country?

Can i make 3 days stay in Shanghai flying from Brussels to Shanghai in transit 4 hours and then to Taipei and on the way back from Kaohsiung to Shanghai and stay for 3 days before going back to BRUSSELS

Yes, Hong Kong, Macau and Taiwan are all considered as third regions so your plan is fine.
